Summary
The QTI Group is partnering with WPS, a health solutions company, to hire a Staff Counsel for its Legal Department, who will report directly to the VP, Deputy General Counsel. This position is responsible for supporting all of WPS’ lines of business, including Health Plan, Government Services, WPS Data Logistics, and New Ventures. This role advises business leaders on various legal matters, including new business opportunities, contract review and negotiations, review and respond to RFPs, advising on corporate structure matters, and compliance and regulatory support.
In this role, you will:
- Draft and negotiate documents to support corporate transactions, including non-disclosure agreements, term sheets, and services agreements.
- Advise business leaders on legal and regulatory risks.
- Advise on laws and regulations impacting a Wisconsin health insurance company, including the Wisconsin Statutes, the Wisconsin Administrative Code, HIPAA, the ACA, and ERISA.
- Advise on laws and regulations impacting WPS Data Logistics, including HIPAA, GDPR, and state privacy and consumer protection laws.
- Support WPS’ Government Services division as it pursues opportunities with the federal government and its contractors.
- Review and negotiate services agreements for WPS business lines.
- Collaborate with internal departments such as Compliance, Procurement, IT, and other stakeholders to ensure contract terms align with business objectives.
- Maintain and improve contract templates, clause libraries, and playbooks for commonly negotiated terms.

Minimum Qualifications:
- Law degree from an accredited law school.
- Member of the State Bar of Wisconsin in good standing, required upon hire.
Experience required:
- Three (3) years of experience in a transactional practice, preferably with a law firm.
- Proven experience negotiating complex commercial contracts.
- Strong understanding of legal terminology and contract structure.
- Excellent analytical, communication, and organizational skills.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
Salary Range: $115,000 - $130,000 and includes eligibility for performance bonuses and merit-based increases.
The base pay offered for this position may vary within the posted range based on your job-related knowledge, skills, and experience.
Work Location: Our first consideration will be to have this new employee live in the Greater Madison, WI area to take advantage of Hybrid work and collaboration. Employees living within 45 miles of WPS Headquarters (1717 W. Broadway in Madison, WI) will be expected to be able to work in the office 2 days a week. Secondary priority will be given to remote candidates in WI, IL, MN, or IA.
