Job Description

The QTI Group is proud to partner with Lakeshore College in Cleveland, Wisconsin, to hire its next Executive Director of Human Resources. Reporting to the EVP of Administration, the Executive Director of Human Resources leads and oversees the HR department including recruitment, compensation and benefits, payroll, employee records, and other related needs to support the college and employees. Some exciting projects coming up include a total rewards study, HRIS re-evaluation and supporting a culture assessment!

Location: On campus in Cleveland, Wisconsin

HR Leadership & Employee Relations (50%)
  • Serve as a strategic advisor to the Vice President of Administration on workforce planning, organizational effectiveness, and HR strategy.
  • Coach and advise leaders on employee relations, performance management, and conflict resolution; serve as a mediator as needed.
  • Lead performance improvement processes and support succession planning and organizational change initiatives.
  • Oversee onboarding and ensure a positive, seamless experience for new employees.
  • Lead HR budgeting in collaboration with CFO and EVP of Administration; monitor and analyze budget performance.
  • Build organizational capacity by partnering across departments to align talent strategies with college goals and mission.
  • Foster a positive, engaged workplace through employee relations programs, recognition initiatives, and engagement strategies.
  • Represent the College in HR-related matters internally and externally, including participation in WTCS and regional groups.
  • Serve as HR lead on the Incident Management Team and participate in internal committees.
HR Operations (30%)
  • Lead HR department planning and operations to support institutional priorities.
  • Ensure HR policies are clearly communicated and consistently applied.
  • Partner on diversity and inclusion initiatives to support an equitable and inclusive campus culture.
  • Provide guidance on compensation, position alignment, and organizational structure or position changes.
  • Ensure alignment with Compensation Administrative Guidelines
  • Oversee job evaluation processes, including job descriptions, salary structures, and classification updates.
  • Analyze compensation and benefits data to support internal equity, market competitiveness, and compliance.
  • Prepare HR reports and communications for leadership and the Board.
  • Direct HR communications strategy and ensure effective information sharing across the College.
  • Stay current on HR trends, best practices, and regulatory changes.
Compliance Officer (20%)
  • Ensure compliance with all applicable federal, state, and local employment laws and regulations.
  • Develop and maintain HR policies and procedures.  
  • Serve as Compliance Officer for Affirmative Action, ADA (staff), and Title IX (staff deputy).
  • Lead Affirmative Action planning and reporting.
  • Oversee HR-related open records requests and civil rights compliance matters.
  • Ensure proper maintenance and confidentiality of personnel records.
Manager Essential Responsibilities
  • Lead, develop, and manage HR team members, including goal setting, performance evaluation, development planning, and ongoing coaching.
  • Foster a collaborative, accountable, and high-performing team environment.
  • Provide training, mentorship, and development opportunities to support employee growth.
  • Ensure alignment with College policies, procedures, and strategic priorities.
  • Collaborate across departments to support effective operations and resolve issues proactively.
  • Promote a positive workplace culture that values teamwork, communication, and recognition.
Qualifications
  • Master’s degree in Human Resources, Higher Education Administration, Business Administration, or a related field from an accredited institution required; an equivalent combination of education and experience consistent with the College’s equivalency guidelines may be considered.
  • 8+ years of progressively responsible human resources experience required, including demonstrated leadership experience, preferably within a higher education or public-sector environment.
  • Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) preferred.

Desired Experience, Qualifications and Competencies
  • Broad knowledge of HR functions, including talent acquisition, employee and labor relations, compensation and benefits, organizational development, and performance management; higher education experience preferred.
  • Experience leading change initiatives, including technology implementation and process improvement.
  • Strong knowledge of federal, state, and local employment laws, with the ability to ensure compliance in a complex environment.
  • Proven ability to partner strategically with leadership on workforce planning, organizational effectiveness, and culture development.
  • Excellent communication and relationship-building skills, with the ability to engage and influence diverse campus stakeholders.
  • Demonstrated leadership ability, including coaching, mentoring, and developing high-performing HR teams.
  • Strong critical thinking and decision-making skills, with the ability to handle complex and confidential matters with sound judgment.
  • Highly organized, with the ability to manage multiple priorities, meet deadlines, and maintain accuracy and attention to detail.
  • Demonstrated integrity, professionalism, and commitment to confidentiality.
  • Proficiency in Microsoft Office and the ability to learn and adapt to HR systems and emerging technologies.
  • Understanding of higher education culture, including shared governance and student-centered decision-making, preferred.
Salary Range: $122,283 – $143,874
